This building was approved by the Board of Standards and Appeals for a variance to build residential (and very bulky) in a commercial district. The area is severely lacking in commercial amenities (unless you are looking for gasoline or auto parts). Coney Island Avenue is zoned as a use group for automotive services. If you think this one is big, it is only half the size of what is going to go up on Caton Place next to the stables. That one will be 107 units. Both are luxury condos.
